Compounding the issue, FEMA recently entered what it calls “Imminent Needs Funding,” restricting portions of disaster spending ahead of hurricane season as the Disaster Relief Fund dropped below $3 billion.

  • they are not exposed outside high-risk zones
  • federal assistance will fully protect them after a disaster
